1. The Standards of Weixin Account Usage (hereinafter referred to as "the Standards") has been drafted by Tencent pursuant to current laws and regulations, the Tencent Service Agreement, the Agreement on Software License and Service of Tencent Weixin , and any other applicable terms in order to maintain a safe online environment for the Weixin platform and better safeguard the users' legal rights and positive experience.
2. Weixin users must not break applicable laws when using their Weixin accounts. Tencent will process any violations pursuant to the applicable laws and regulations and the rules provided in the service agreements. Tencent will cooperate with competent governmental agency in order to maintain the legal rights of Weixin users and other entities when resolving such violations.
3. If you have any questions, confusions, and disagreements toward these Standards, please let us know and we will explain them to you and deal with them according to the applicable rules.
II. Terms of Service
1. Code of Conduct
Users shall not engage in any conduct that may affect the overall user experience, endanger platform security, or may infringe upon the rights of any other party throughout their use of the Weixin software (hereinafter referred to as "this Software"). When such conduct is discovered, Tencent will take appropriate action against the Weixin account concerned based on the severity of the violation. Additionally, Tencent is entitled to refuse service to offending account holders, in ways such as limiting the features that they can access and banning offending accounts. The Weixin account Code of Conduct consists of:
1.1 Software Usage Rules:
1.1.1 Software Acquisition: Users shall acquire the Weixin official app version through the official Weixin website, through any other official Tencent channels (such as MYAPP), or through third parties authorized by Tencent (such as the Apple App Store);
1.1.2 Legal Use of the Software. Unless permitted by law or with Tencent's written authorization, you shall not engage in the followings throughout your use of this Software:
220.127.116.11 Deleting any copyright-related information pertaining to this Software and its copies thereof;
18.104.22.168 Reverse engineering, disassembling, decompiling or otherwise attempting to access this Software's source code;
22.214.171.124 Using, leasing, lending, copying, modifying, linking to, reposting, developing, issuing, publishing, or setting up a mirror site using content which Tencent holds the intellectual property rights to;
126.96.36.199 Copying, modifying, adding, deleting, executing or using plug-ins, or developing any derivatives of data sent to any device memory by, or during the operation of, this Software, interactive data transmitted between the app and the server throughout this Software's operation, and the system data required to run this Software in any way, including but not limited to using plug-ins, add-ons or third party tools/services that have not been authorized by Tencent to access this Software and its corresponding systems;
188.8.131.52 Adding, deleting, or changing the features or effects of this Software by modifying or falsifying the instructions or data while the software is running, or operating or disclosing software and methods used for the above purposes, regardless of whether or not such acts are intended for commercial purposes;
184.108.40.206 Logging into or using Tencent software and services through, or developing, releasing or distributing third party software, plug-ins, add-ons or systems which have not been developed or authorized by Tencent;
220.127.116.11 Independently interfering with this Software and its components, modules or data, or authorizing another party or third-party software to do so.
1.1.3 Tencent is entitled to independently judge the aforementioned acts and deal with such offending accounts appropriately. Common violations include: the use of plug-ins, add-ons, software, or systems to grab Red Envelopes; the use plug-ins, add-ons, or systems that allow multiple Weixin logins; the use of plug-ins, add-ons, software, or systems that modify the Weixin skin; the use of one-click forwarding plug-ins, add-ons, or software.
1.2 Registration and Usage Code of Conduct:
1.2.1 Channels to Obtain a Weixin Account: Users must register for their Weixin account through the official Weixin app;
1.2.2 Users must register their Weixin account using a legally acquired mobile number. SMS verification is required for registration and a valid number shall be linked to the account;
1.2.3 Users must not engage in the malicious registration or use of Weixin accounts, such as frequently registering or batch registering Weixin accounts, abusing multiple Weixin accounts, or engaging in the purchase and sale of Weixin accounts and their corresponding features.
1.2.4 Users shall neither use multiple account entities nor control multiple Weixin accounts to commit crimes or violations against the Standards, nor make any attempt to maliciously bypass or break platform rules.
1.3 Access Code of Conduct:
Tencent is entitled to independently detect, judge, and take any necessary action against any unusual access to protect user account security. The following outlines Tencent's solutions for dealing with different types of unusual access:
1.3.1 Unusual login: To protect user account security, Tencent will restrict access for accounts which have not logged in for an extended period, or have not logged in since registration and users must re-activate their account before they can continue using it normally. Activation methods include, but are not limited to, SMS verification;
1.3.2 Unusual Greetings: Subject to the particular circumstances, if unacceptable content (refer to "2. Content Rules" for more information) is set to be shown or sent as a greeting, or if greetings are sent at an unusual frequency or from an unusual location, Tencent shall issue warnings to the offending account, or limit or prohibit its use of some or all of Weixin's features up to and including permanently banning the account, and is entitled to announce the outcome of their actions;
1.3.3 Unusual Unbanning: Subject to the particular circumstances, if abnormalities have been detected throughout the process of automatic account recovery for banned accounts, such as bulk unblocking requests, automated request submissions, the submission of false information, fabricated friendships, and the use of third party network platforms to lift account bans, Tencent will re-ban or permanently ban the unbanned account; and, temporarily or permanently, ban any account used to assist the recovery of another banned account in violation of the rules.
1.3.4 Other Unusual Operations: In order to maintain account security, if a user account generates unusually large amounts of information within a certain period of time resulting in potential security risks or the excessive consumption of Tencent bandwidth resources, including but not limited to sending and receiving different types of messages, and participating in different interactions and comment threads, Tencent will temporarily suspend update operations for the affected account, including but not limited to suspending the account's ability to receive new messages, add new friends, or participate in group chats until account use returns to normal.
1.4 Data Acquisition and Usage Rules
In order to protect user data security, Tencent prohibits Weixin users from engaging in the following acts:
1.4.1 Copying, storing, using or transmitting the data of any other Weixin users without their express consent, or without truthfully disclosing the data usage, scope of such usage, and other relevant information to them, which constitutes an infringement of their legal rights;
1.4.2 Requiring other Weixin users to share and submit personal information, including but not limited to their mobile number, ID card number, date of birth, and address, before they can use certain services or engage in certain activities, such as submitting personal information before fortune-telling, and disclosing personal information prior to joining a group chat;
1.4.3 Using any other Weixin user's personal information such as their Weixin ID (may be displayed as "WeChat ID" in the app, the same below), name, QQ ID, mobile number, email address, and date of birth for purposes not authorized by such user or the Weixin platform;
1.4.4 Attempting to acquire any other Weixin user's Weixin ID, name, QQ, mobile number, email address, date of birth, and other private personal information by searching, tracking, linking, and data mining.
2. Content Rules
Weixin users are required to comply with the terms of the Tencent Agreement on Software License and Service Agreement of Tencent Weixin, as well as any applicable law. Tencent shall take appropriate action against any Weixin accounts found to be distributing content that violates any of the applicable terms based on the severity of the violation, and is entitled to refuse providing service to the offending account holders in any ways including but not limited to deleting the offending content, limiting the features accessible to the offending account holders, and suspending any related accounts. Unacceptable content for the purpose hereof includes but is not limited to:
2.1 Infringing Content
2.1.1 Entity Infringement
18.104.22.168 Unauthorized use of a company name or trademark that has been registered by another party, infringing on their right to identity or their exclusive trademark rights;
22.214.171.124 Unauthorized use of another party's name or portrait, infringing on their right to identity or their right to portrait.
126.96.36.199 Fraudulently assuming another party's identity and using their characteristic information in a way that misleads other Weixin users, such as using the name of a company's popular game product as your Weixin name, and implying or indicating that you are a game product customer service representative in your "What's Up" status.
2.1.2 Content Infringement
188.8.131.52 Sending or spreading content that infringes upon the intellectual property rights of others, such as sending or spreading content that infringes upon on their copyrights, trademark rights, or patent rights;
184.108.40.206 Unauthorized posting of private personal information belonging to others, such as their ID card number, contact information, home address, Weixin ID, or photo, which infringes upon their right to portrait, right to privacy, and other legal rights;
220.127.116.11 Public defamation of others by falsification, damaging their reputation or honor through insults or slander, and infringing upon their right to reputation, right to honor, and other legal rights;
18.104.22.168 Unauthorized posting of a company's trade secrets, infringing upon their legal rights;
22.214.171.124 Engaging in other acts that infringe upon the legal rights of others.
2.2 Lewd Content and Content That May Be Considered Lewd
2.2.1 Sending or sharing pornographic content, including but not limited to content related soliciting prostitution, seeking one night stands, and seeking sex partners;
2.2.2 Sending or sharing obscene content in any manner or form including, but not limited to erotic texts, videos, photographs and cartoons;
2.2.3 Sending or sharing content and information that may be considered lewd or show sexually suggestive.
2.3 Violent and Illegal Content
2.3.1 Sending or sharing content that may make others uncomfortable including content concerning self-abuse, self-mutilation, suicide, murder, maiming, shooting, stabbing, and the torture of humans or animals;
2.3.2 Sending or sharing content that may persuade others to engage in self-abuse or self-mutilation, commit suicide, or content that encourages others to commit crimes;
2.3.3 Sending or sharing content concerning violence or abuse against minors;
2.3.4 Sending or sharing content or photographs depicting the consumption or injection of narcotics, or other prohibited drugs, that may make others unconformable;
2.3.5 Sending or sharing content concerning the sale of imitation firearms, bows and arrows, restricted knives, and other lethal weapons;
2.3.6 Sending or sharing content depicting actual weapons in purpose of encouraging the illegal or improper use thereof.
2.4 Gambling Content
2.4.1 Sending or sharing gambling-related invitations, or other content related to gambling with the intention of inviting, coercing, or encouraging others to gamble;
2.4.2 Sharing gambling-related content concerning the sale of gambling equipment, the explanation of gambling rules and methods, and the teaching of gambling techniques, approaches, and methods.
2.5 Content that Endangers Security of Weixin Platform
2.5.1 Sending or sharing phishing sites and other such content that deceives users and causes them to suffer losses;
2.5.2 Sending or sharing viruses, files, or computer code or programs that may damage or interrupt Weixin's normal operation.
2.6 Content Related to Organized Crime and Terrorism
2.6.1 Sending or sharing content representative of organized crime, such as getting revenge for or collecting debts on behalf of others; content concerning the recruitment and encouragement of others to engage in terrorism and other violent acts; and content that may cause social disorder, such as content concerning gang formation and the recruitment of gang members.
2.7 Content Concerning Illegal Goods
2.7.1 Sending or sharing content including but not limited to that concerning invoice trading, counterfeit cigarettes, counterfeit money, stolen goods, smuggled goods, wildlife products such as ivory or tiger bones, narcotics, communications intercepting devices, arms, human organs, drugs, and state secrets;
2.7.2 Sending or sharing content concerning illegal stamp carving and the illegal processing of documents including but not limited to ID cards, passports, Exit-Entry Permits for Traveling to and from Hong Kong and Macao, marriage certificates, household registers, and academic certificates;
2.7.3 Sending or sharing content concerning illegal or non-compliant applications for credit cards, credit card cash advances, provident fund and health insurance cards, etc.
2.8 Fraudulent Information
2.8.1 Fraudulent advertisement information relating to health foods, health products, drugs, adult products, and other counterfeit and inferior products that are clearly fake and exaggerated;
2.8.2 Fraudulent information relating to pyramid schemes or other similar instances, such as content concerning multi-level distribution or high rebates where the recruited persons will be grouped into different levels based on a certain sequence, and payment or rebate will directly or indirectly be made based on the number of persons an individual has recruited;
2.8.3 Fraudulent information posted for the purpose of acquiring personal information or data of another person. Such information is obtained by impersonating a relative or friend of an individual and requesting access to the individual’s personal information for the purpose of organizing a specific activity.
2.8.4 Any other fraudulent information posted for the purpose of fraudulently obtaining money or property, such as online earnings, prize winning information and paid chatting services.
2.9 False Information
False information, for the purpose of the Standards, refers to information that lacks a factual basis and is generated from fabrication or distortion of the facts and hiding of the truth, including but not limited to:
2.9.1 False political information that is contrary to the basic rules and the socialist system as determined by the Constitution, endangers national unity, sovereignty, and territorial integrity, leaks state secrets, endangers national security, or damages national honor and interests;
2.9.2 False information that incites national, regional, ethical, racial and inter-religion hatred, discrimination and misunderstanding, and weakens the community’s morals;
For example: A magnitude 9.0 earthquake hit Japan this morning, and Shinzo Abe met his doom! If you are a Chinese person, spread this news!!!
2.9.3 False information that disrupts social order, causes or may cause public panic;
For example: Shocking: Eating pork in China is the same as committing suicide!!
Please tell your friends and family to not eat seafood. It is urgent. Please forward this quickly.
2.9.4 False information that advocates cults and feudal superstitions;
2.9.5 False information relating to common sense for life and public topics;
2.9.6 False information pertaining to Tencent, or information posted without official confirmation, disclosure or permission of Tencent.
For example: Information about any new Weixin features posted without permission.
2.9.7 Other False information.
2.10 Undesirable Information
126.96.36.199 Inciting a user to share information with a promise of gain: giving the user rewards upon such sharing, including but not limited to, inviting friends to open gift boxes, collecting likes, sharing something may increase your chances in a prize draw;
188.8.131.52 Coercing or instigating a user to share information: including but not limited to: "You are not Chinese if you do not forward this"; "Please kindly forward this"; "The rest of your life will be peaceful after you forward this"; "It has been forwarded many times"; "Please forward this".
2.10.2 Information pertaining to special Identification Codes and Passwords
Information pertaining to special identification codes and passwords generated by third party software, websites or devices, which are used for identification and marking, including but not limited to, special character sets, special identifiers, special codes, and various passwords that induce or harass users or are used to obtain relationship chains, personal data, and privacy information of the user, in any form, deceptively or without their consent.
2.10.3 Harassment and Spam
In addition to the aforementioned violations, other harassment and spam that disturbs and harasses a user, impairs a user's experience or impacts the usual use or running of the Software, such as unnecessary general communication sent in batches, generated by a machine or spread in an obviously unusual manner.
2.10.4 Any other undesirable information that violates Tencent's Service Agreement, Platform Agreement, and the Feature Agreement in any form, such as content pertaining to the trading or leasing of Weixin accounts and trading, leasing, or commercial use of Weixin groups.
2.11 Other Illegal Content
2.11.1 Posting or spreading content without obtaining a statutory permit or license, prior administrative permission, or meeting the requirements from a regulatory authority, including but not limited to, content relating to the advertising of drugs or medical devices, compensable advice on security or future investments, in violation of tobacco advertising regulations, or any other content that violates national law, administrative regulations, ministry regulations, local regulations, and other regulatory documents;
2.11.2 Posting or disseminating content that violates Tencent's Service Agreement, Platform Agreement, and the Feature Agreement in any form, such as spam, harassment, content pertaining to the trading or leasing of Weixin accounts, trading or leasing of Weixin groups, and the acquisition or commercial use of relationship chains obtained from a user.
3. Payment Rules
3.1. You shall comply with all applicable laws, regulations, and standards and shall not illegally receive public deposits, raise funds in a fraudulent manner, commit or assist in any crimes, or engage or assist in any illegal activity when using the Weixin payment platform.
3.2. You shall not facilitate, assist or engage in prohibiting, impeding, hindering or impacting a Weixin user's use of Weixin Pay (may be displayed as "WeChat Pay" in the app, the same below) or any other third party payment tool provided by Tencent.
3.3. The user is required to follow Weixin Pay User Service Agreement as well as any other service agreements and platform rules when using Weixin Pay and other third party payment tools provided by Tencent.
4. Handling Rules
4.1. Tencent shall be entitled to independently judge the aforesaid behavior or content.
4.2. If a Weixin account is in violation of the aforementioned Rules, depending on the circumstance of the violation, Tencent will delete or block the violating information, give warnings, limit or prohibit the use of some or all of the features of the violating account, up to and including the permanent blocking of the account, and shall be entitled to announce a decision.
4.3. If a Weixin account conducts any violation of the aforementioned Rules via Weixin group, depending on the circumstances of the violation, Tencent will subject this Weixin group and the founder, admin and violator of this Weixin group to deletion or blocking of the violating information, warning, limitation or prohibition from the use of some or all of the features of the violating account, up to and including the permanent blocking of the account, and shall be entitled to announce a decision.
III. Reporting and Appeal Mechanisms
1. Mechanism for Violation Reporting
1.1 Content to be reported: Content that is illegal or in violation of the Code of Conduct, Content Rules (other than infringing contents), and Payment Rules.
1.2 Report channel: You may submit a report by accessing the reporting page in the Weixin app.
2. Mechanism for Infringement Reporting
2.1. Content to be reported: "Infringing content" set out in the Content Rules, such as contents infringing on right to portrait, right of reputation, right of name, privacy rights, trademark rights, copyrights, patent rights, right of enterprise name, and any other legal rights of a party.
2.2 Reporting channel: You may submit an infringement complaint by accessing the reporting page through the mobile Weixin app if a Weixin user has infringed on your legal rights.
3. Appeal Mechanism
3.1. Appeal reason: A Weixin user may submit an appeal to Tencent if the user has been subject to actions based on the aforementioned Rules but objects to the results of the actions, and the user should submit all supporting documents, that are consistent with applicable law, regulation, and Tencent's requirements, detailing their objection.
3.2. Appeal Channel:
3.2.1. If you have any objection to the result of actions taken against you for reasons relating to a violation of the "Code of Conduct" or the posting of illegal content, you may submit an appeal via:

3.2.2. IV. Applicable Law Compliance
You shall follow all applicable local laws and show respect to local ethics and customs during your use of the Weixin services. You are individually responsible for your behaviors that are in violation of the local laws and regulations or ethics and customs.
Weixin users shall not involve Tencent in political and public events when using this service. Otherwise Tencent reserves the right to suspend or terminate your use of this service.
Weixin users clearly understand and agree:
Tencent makes no warranties or representations of any kind, express or implied, with respect to the Weixin services, including but not limited to, commercial quality and fitness for a particular purpose. You shall use the Weixin services at your own risk.
The Standards are designed to achieve the goal of creating a safer, healthier, and higher-quality platform based on the guaranteed compliance with national law and regulations, maintaining public order and good customs, and protecting legal rights of other parties. Tencent aims to make a perfect judgment pursuant to existing law, but does not ensure that its judgment will be fully consistent with that of the judicial or administrative authorities. Weixin users and operators have understood and agreed to bear the consequences arising therefrom.
In case of any discrepancy between the Chinese and English versions, the Chinese version shall prevail.
VI. Dynamic Documents
The Standards are dynamic. We reserve the right to modify or update the content thereof based on updates to applicable law or as necessary for product operation. You shall repeatedly review these Rules to obtain the latest information available.
